Both in a good and a bad sense, the English are farther from a state of nature than any other modern people. They are, more than any other people, a product of civilisation and discipline.

So great in reality is their mental and bodily indolence, that till their body be strengthened and their understanding enlarged by active exertions, there is little reason to expect that modesty will take place of bashfulness.
